Im rather new to this game, i just started a week ago, I can only have 2 active marches at the moment, when i CHECK to see how many active marches i have , it says none.  But i also cannot go capture an ore site because of "Too many active marches" and the only thing i can think of is because my garrisoned units are being counted as active marches.  Is this a bug??
