Remember, there are cart boosts, and citadel cart boosts.

Post a pic of the one you are using. Maybe do Menu / Ask A Question - perhaps something is fishy.

They will likely want a video of the size of citadel cart sendable without boosts, application of a citadel cart boost, then demonstration that citadel cart boost size max has not changed.

[Having gone send Citadel, slide food all the way to the right. That will demonstrate things - they know it's Citadel because Diamonds will be above it, and bottom left of window will show Maximum #.#M. You won't have to actually send it.]

Question comes to mind is that, is the PORT limitation before or after the boost??  ie. if the Port Max is say 5 M and you add 100% boost, can you then send 10M.

So to answer my own question, the boost is over and above the Port Capacity.
