Recently, apparently, they have changed their policy. Something about after X days of inactivity, Counsellors (?) can request support give Mastership to someone / somehow.
I do not have the specifics, but ask them and they should give you the criteria that must be met before they will step in.
When they do, please so note here - many run into this and just walk away in frustration, losing their investment in the process. Having these details posted here would help them to have just a bit more patience - if they knew the criteria.

If the R5 has been inactive for months and won’t respond, your best bet is to contact in-game support. Sadly, there’s no built-in system to auto-transfer leadership. Rally active members to help push for change.
