Yes they have. Last major (Plarium global?) inaccessible network shutdown caused loss of M's of troops. Per recommendations elsewhere on forum and/or Discord I did Menu / Ask A Question in game and sent some particulars and details.
Within a few days I received an in-game note back that my troops had been restored, which they had been.
I then let another in my k know of my success, and they too were successful. Note that this last happens a few days after the occurrence, while I reported mine within the day'ish.
So, they do restore, but best to submit via Menu / Ask A Question soonest, with some particulars. What happened, when, any before and after screenshots you can give, game id, and so on. I don't believe I could have given before and after screen shots (didn't know it was going to happen to capture before, so nothing to contrast an after against), but was able to submit screenshot of attack report showing troop loss. Important, note the dates involved - I couldn't say specifically when it happened, but the screenshot of the report is dated, so could say by when it happened. Give support some sort of time range to help them narrow things down when they examine any logs they might have.
I have also heard reports, and just seen, I think, a random shield drop. First time in 3½ years. Didn't submit anything, no real loss, and I couldn't figure out how to document it to submit to support. [Shield raises / drops don't get logged in Mail / System.]
That doesn't apply to you, though, you should have an explicit attack report, which will be dated.

Remember, NAP is a mutual agreement between players, not a game imposed status. There are no game penalties for breaking NAP.
If someone breaks NAP, that is something to be addressed with them - there are no game mechanics surrounding such treaties, and so nothing for Plarium itself to do.
Note that a drop mid-shield time IS a game thing, and as you've seen, @Roger has provided a pathway by which you can see such addressed.

That is 'negative marketing', so to speak - and will never happen. (Cash flow negative / paying out of pocket.) Save your time and energy and ignore the idea, as it will not happen.
The only thing you can do is vote with your feet - you won't get anything back, but you won't suffer any further losses, either.
