You are talking Arsenal gear - Amarian, Whessian, or Doghrish.

The Arsenal is within the Citadel, so you must be part of an Order, and the order must first create the technology before you yourself can craft it for yourself.

First you will want max. Assailant gear (as you have to kill Assailants to get the materials needed to craft gear):

Never seen any gear in packs. There are townscapes (Black Friday vs Eagle's nest), and gear enhances (+20% defense), etc., but no actual gear.

Used to be troops in some, but not for many months now.

AFAIK all packs are same between kingdoms. Offers posted here seem consistent across multiple players (so multiple kingdoms). Nobody has said anything differently.

However, there are different pack selections - I've never figured out when / where / what / how, but suddenly my pack selections and names were different than they were. Sort of like, if there is a weekly / daily 'set' (e.g. stamina vs gold every other day), at some point I somehow got onto a different 'set'.

More than once Plarium has said (here, even), that packs are customize per player / style.

AFAIK that isn't actually true (packs have a cycle, and everyone is at a different place in that cycle at different times). So get different amounts by price, but seem consistent across players. At least per these forum threads.

At first, it can be hard to see that such offers may eventually be of interest - or not. And make corresponding decisions. e.g. Not use up novice's relocation too soon.

e.g. I now wish I had never bought candles or anything - waiting until sales like today to buy them 1,000 x 4 at a time. Would have saved much time and expense and aggravation. And note that these sales didn't include Platinum (buildings 26 <-> 31), while the prior 'Summer SALE' equivalents did.

There are substantially equivalent and better gear out there, but not much, and not initially. These could give you a real hand up initially. i.e. A sufficiently high VIP level would go a long way towards these.

Just ... note to self ... factor this gear into your plans when you go to make a 2nd farm / bank account. You may again choose to not buy it - just go into it eyes wide open.

Apparently, per the messages here, it comes with packs. Never seen it myself, it wasn't around some years back.

Consensus seems to be in initial / early pack offers to help new players get a leg up in the game. Stops being offered quickly, but I don't recall anyone documenting the particulars.

Seems worthwhile to get every piece you can - gifts that keep on giving for a very long time in your play, which for some has been several years, so far. [For a very long time in the sense that eventually you will acquire better / different / more suitable gear, but this will make getting there rather easier. It could be many months, or well over a year, before you do so - depending upon your style of game play and how much time you play.]

IIRC messages said one (type of) piece per pack.

They aren't offered very long in the game, I believe. If you don't see them, assume they are gone.

I expect these equipment packs are one-off - once you buy one it is never offered again. Get it while you can. Over the game's lifetime, it should pay for itself.
