I'm sorry for the delayed reply. 

Some time ago we made changes to the work of hamlet feature, namely, we updated segmentation mechanic. This change allowed less developed Castles to resist and fight against other Castles with almost the same level/power development etc. 

Its about your castle level and location, thats why you cant see every hamlet around
