Hello. You need to Upgrade the 'Trade' and 'Smuggling' “Battle Formations” Lost Art to the maximum. Moreover, there is a 'Caravan capacity' item available at the Black Market that can be found at the bottom of the main menu in the game -> Soulestones. Hope it helps.
