Actually it might not be, since the prices for the packs are balanced for going from level 0 to that level. From 1 to 2 this might not be a big deal though. But for higher levels it may be cheaper to just upgrade them if you already have part done (ie you have level 4, it might be cheaper to upgrade from 4 to 5 than to buy a level 5 pack that has been priced for going from 0 to 5).If you bought the lvl 1 pack you will now have level 1 walls / gates/ towers etc.
If you want to improve beyond level one you will have to either upgrade the the items or look out for another pack which will take the entire defense set to lvl 2 in one go. The latter would clearly be significantly cheaper if you can wait for it.
