When did Plarium decide to stop players receiving 7th Order Champion Quests? I, and everyone in my league whom I have discussed this with, seemed to stop receiving these in May this year. Is that when the decision was made?

Yes, appreciate it's always been low. When they were first introduced you still got them now anad again. For me, and literally everyone else to whom I've spoken who plays this game, they haven't dropped at all. For months. Which is certainly a (presumably deliberate) change.
