Hamlet gathering boosts aren't retroactive. This is to say, if you own the hamlet already, then it won't increase the gather rate, you'd need to capture a new one to get the benefit

Not showing up for new ones either.

That's probably a bug then.  I've seen that they do effect the collection time, but they should probably show up on that creen as well.  

Yes, I believe they do shorten the gathering time, but I do not see it on the screen

Not showing the boost from Hero Abilities either. 

The hero ability one is always active so I think that's considered part of the base rate, which is probably why it doesn't show up in the hamlet screen.
