The bonus states that I will receive 2200 Gold, Iron and Food per hour, along with 2100 Marion Amulets and 18 Saphires per hour.  This has not occurred yet.  How long does it take to receive the bonus's?

The dominion lost art affects the amount of resources you get per hour for controlling hamlets.  It doesn't just give you free resources. 

So for example if you take a hamlet that gives maranian amulets, you'll get 2100 amulets per hour instead of whatever the default is.
