I am following the tutorial after signing up, and keep getting the following error message:
"Unable to perform the action. The city is segregated from external action."
This is when I try to do the 'send reinforcements' or 'send resources' tasks.

This happens with every city I try to send resources or reinforcements to. I cannot even add them as contacts or view them on map when I click on their icon at the bottom of my screen, so it is hard for me to get co-ords. A couple in particular are Mark Harrison (-2985, -2964) and Charles Drummond (56, 3240).
Hi! There are no Cities by those coords on Sparta Facebook server 3. Those people you're trying to send Rss to are probably on server 1 or 2, that's why you can't interact with them.This happens with every city I try to send resources or reinforcements to.
