Why besieged players can still have offensive action available ? He should only be able to send an liberate force to his city, otherwise anyone with a grudge can take it against anyone. A level 1 player who buys 100 greek assassins can harass even a player level 100+ by sending 2-3 political attacks every day at random hours , even if he's under siege.

Yes this is allowed . If someone is under siege he still can raid/siege/attack , well he can do everything normal.
