Archon, every soldier use grain, he need to eat to stay alive lol. On example, my swordsman eat 0,3 food p/h ( http://prntscr.com/bo78ma )
Your grain/food produce will go down every time when you build new soldier in your castel.
You can increase your grain production on few ways.. 1 Upgrading food in the Academy by using scrolls. 2. You can upgrade your farms on lvl20 (using sketches you can go higher on lvl25) and Temple of Demetra on lvl20. 3. You can ''vet'' (paint) your army in Pantheon by using orichs and they wiill eat less. 4. In capital, your league can upgrain grain/food production. 5.You can turn ON your grain production +25% (Market, Resources) and few more ways like turning ON Dominion etc.

When it comes to grain, all you need do is substitute the word "production" with "available for storage after consumption" and it all becomes clear!
There is no rip-off involved, just slightly misleading (for homogeneousness, I assume) wording..
