Some help needed:
First if i unlock stymph 4 then unlock antoich venator, i can then build evocati correct or not?
Secondly if i unlock genoa and stymph 4 i can then unlock legate?
Or are all of these blocked by the agema horseman. Is it possible to open up one of these units without having agema horseman?

You need to sign all the previous agreements first, you just have to follow the order in the tab "agrements", and have GP's available, and yes, you need to sign Sparta before Rome and Cannes.

The lines joining the various agreements in the tree indicates the order to sign them, and the ones that are located before the one you're looking for are pre-requisites.
For some of them, several previously signed agreements are needed. Cannes and Rome are of this kind.
