I agree with Hundigo, and personally i havent Updated the cirta agreement as i just dont build Numidian Archers.
I go for veles instead, they cost the same as two javelineers as veles cost 105 denarii= 105 timber + 105 bronze and
two javelineers = (75+75)timber + (30+30)bronze and consume half the grain consumption of numidian archers.
As timber is hard earned resource in this game, you would definitely like to save it, and defense troops do the opposite by demanding lots of timber
So Veles take the least timber(105) next comes two javelineers(150) and at last the numidian archer(200).

NA and Pikes etc on that line are better to use on PP's,their resource cost helps repay the bank quicker!
I don't think feeding the bank with timber really benefits, or does it?
What is the criteria for the payout, do you get more timber as reward for giving too much timber to the payout bank(I don't know i am asking actually)
By having two javelineers more defense stats help in positions by killing more enemies, wait for pvp tourney of positions and start clearing(with due care ofcourse). You get more points for killing persians and if you want to feed the bank, try hitting partial or small attacks to other positions then clear the main one which you have planned to get reward fromPaying back the bank (yes, with timber, bronze and food values for each lost units) faster allows you to get a full payout faster.
However, since with the new rule it means you'll get less partial payouts on the go, the question about paying back the bank faster or not is open...
The criteria for the payout ? That you have paid back the bank to trigger it. So yes, feed it with timber and so.
It's not a question of points, it's question of paying back the bank to get a new full payout and start a new cycle.
The payout value itself is only linked to the level of the position giving it, without any relation to anything else. So when you know your bank is paid back, try to target a higher level position if you want a bigger payout.
