It gives 10% increase from the BASE capacity, not taking other upgrades in account.
That still should be 2400 each time. Or 7200 total, which it isn't....Your previous galley capacity 24000 includes increase in capacity from Harbor updates. Harbor updates are not taken into consideration when you get 10% increase in galley capacity using GPs.

my question is slightly different.....I have leveled my harbor up to level 10 to get a 100% increase on galley capacity. I just noticed from my trade window that my galleys are still carrying only 800, not the 1600 they should. What is up with that?
