Interesting idea.  I think it's the most important building in the game yet the only one you can't upgrade.  Upgrading it should give nice bonuses to a lot of aspects of the game imho

Upgrading the War Council can provide both offensive and defensive units boost, depending on the level of the War Council.

Defensively, units send to capital, pantheons and to other players can see an increase to their unit statistics. 

Can also provide units statistics increase in offensive operations.

All this is depending on the level of the War Council.
