Need something that helps small coalitions & helps restore some balance against coiners. Allow small coalitions to form there own Unions but give members some perks because a well functioning Union requires a lot of cooperation.  Need at least 10 members to create one & any coalition's membership cannot grow beyond 40 (?) or they're dropped.

Work the details but I hope my idea & the need for it are clear.
