The wheel of fortune is back after a months of being gone - great :) Now I have a 45% off fortifications; however, it is only to buy them outright, not to upgrade... I can't make a reasonable argument why you'd allow only fortification buys and not upgrades. So again, this must be a bug, right? Thanks.

There always was a discount for Fortifications. But it's quite rare, so not all players could receive it.
The fact it's for building and not for upgrades is not a bug. It's how the discount is supposed to work.
Devs know that many discounts in the Wheel of Fortune can be not as important for some players as they were before. They plan to review all discounts available there, but there is no ETA for it yet :(
