There is no option to remove enemies from the list.

Send reinforcement or resources to that city and cancel it only few seconds later. That should make enemy to ally (from red city to green city).

This does not work anymore, Plarium changed it months ago. When you cancel he is still on your enemies list. Not to mention that after plarium added Elysian city canceling units is not for free anymore.
