When you send or recall your troops from the acropolis, there is a waiting time of 15 seconds before these troops reach their destination.
Well here it's the same thing : if your units have to leave your acropolis they have to take the time to get out.

Bill is correct, there is an extra 15 seconds it takes your soldiers to pour out of the Acropolis and get themselves into marching formations
