this is either a game glitch that needs to be closed or it is a cheat
for raiding .
i can accept being raided as per 1 attack for maximum resources per city
as i do , once raided it can not be re raided for resources, this constantant
continued raiding needs to be shut down ans stopped , i can not help the coalition
in oracle missions or coalition conflicts if this is allowed to continue to happen
due to the resource requirements at max for the oracle
