Hello.  Your post is a bit complicated as you obviously own the first city, as you can recall your units from Actopolis. It seems that  it is a main city and an alt. Keep in mind that the agreements and the general's boosts apply only to our own units. Only the city defence bonus is applied to both our units and reinforcements. The Elysian bonus depends on many factors, such as different agreement levels and the chance agreements. If no 100% chance in all the Elysian agreements, the bonus will be applied randomly, if there is a fight, even if the bonus is 100%. The agreements have to be at the max, both bonus and chance to be able to have full of their abilities. Let's say the first city doesn't have 100% political attack protection, so if the city gets political attacks from a foe, the city might have significant unit losses because the100% mamertines bonus will be applied randomly.
