I also have this issue.

I am at level 10 in cavalry training 

I am not developing cavalry training in new stage 3 but have developed it to level 1 previously

I have tried both web based game and Plarium PC app, both have same issue.

If it helps - I have developed cavalry training to level 10 at stages 1 & 2

and light infantry, HI & P the same + level 1 at stage 3

Currently developing stage 3 level 1 cavalry

I too now have this issue - created upon completion of stage 3 Phalanx boost to level 1

I see that others are having a similar issue.  Though i believe I saw it only a couple of  days back that my cavalry training speed option is missing.

Considering the first message was received on this forum on September 24, and as per nancy, the developers are working to fix it in the next release, can you give us a sense of when will the next release be released.  it has been over 2 weeks now and just like me i am sure others also find it frustrating especially with the cavalry training speed as it is very important.  

With the weekly CC tourney, that button is a key to maximise my points during the coalition clash, without too much hassle.

Urge you to get it fixed and released at the earliest.

We have seen upgrades and we are near end of October - yet i still have this bug

I normally run 25% cav boost 90% of the time, so I estimate this bug has cost me the loss of over 100 mtd peltast

Perhaps Not quite true - we, the reporters of this bug, are obviously the ones who have developed this boost and use this boost ;)

Every player is in a similar position if talking of this bug. I'm not sure if there is a compensation for it, but I'll double-check it with the team. As for the next update, it's on the testing stage. Once it's finished and ready for release, you will see the bugfix in the game.
