The whole picture seems to be "wrong".
Obviously that is an English bus (double decker) but for some reason its going on the right side of the road, thus it should be going forward (to the left).
However, there's a stop sigh right in front of the bus, so the bus should be standing still (at least for a little while).
BUT there's a little flag on the roof of the bus. By the direction of the flag, I can say the bus is going backwards (right) OR it is just the wind blowing from the right to the left and the bus is standing still.
BUT that all is irrelevant because THERE'S NO DRIVER BEHING THE STEERING WHEEL (there's only some see-through shadow of the driver). If there's no driver but all the people inside the bus are quite calm, it is STANDING STILL.
