That is only if your troops got killed in your base.
You will get nothing back for free if your troops died when you tried to liberate someone else, attack someone else, or got attacked while defending someone else, getting attacked while defending HQ, or getting attacked at repository, depots or mining complex. In all these situations you pay for troops recovery.
It would help the weakest. but at the same time it reinforces those who have no problem spending. the situation only improves, because the weaker player does not give in to the temptation to abandon the game, but perhaps if the cost of recovery from the infirmary is lower, he would be tempted to spend something more to get his troops back.

like, ive spent a GOOD amount of upgrade designes on my ATC getting it to 21 for that measily +5% to sick bay for free.
and i have upped my sickbay to 14. i kinda did it by mistake but its already done now.
sick bay is great if you upgrade to lvl 16 and know how to use it ..if you dont wish to lose your troops, then bunker them. for outside your base, upgrade free sick bat rate, a garuda contract. or... join my combine 'Bullet Proof' and we'll show you that and many other ways to win :)
