This big yellow arrow in upper left corner has been on and will not go away.  It seems to point to getting Mr Blacks Reinforcements (under the clipboard and pencil icon)  and I have always accepted his reinforcements, but now they are stopped.  It is very annoying and worth quitting the game lol.  The arrow never goes away.
