there is a BOOST to Resource Production when you Finish Negotiating your Last Contract on NORMAL Contracts.

but there is NO reward for Finishing COBRA Contracts. if i dont negotiate the Last Contract, i will Continue to Produce Referrals that can be sold for Parts.

if i Negotiate it, i wont produce referrals of anykind EVER anymore.

i feel this should be Corrected somehow.
