Stimulants are divided into 4 types as your troops are. Resistance is applied to Defensive Light Infantry, Endurance to Defensive Heavy Infantry and Swiftness is applied to Defensive Combat Aviation units. 

The reported case cannot be classified as a bug since this is a part of the regular gameplay. I have moved your topic to Game Discussion thread.

Well then can I ask the question WHY under each stimulant does it state % bonuses for all 4 types of troops? 
e.g. under resistance it states 8.5% Light, 8.5% Heavy, 14% Armour and 14% Aviation ? Surely this should only state 8.5% light if that is the only bonus you would get?

Please let me clarify some details. These are defensive boosts. For example, Resistance provides your Light Infantry with protection from all types of units. Your Resistance lvl. 8 gives your Light Infantry +8,5% from Light Infantry, +8,5% from Heavy Infantry etc.
