Weekly rankings reset at 07:00 UTC on Mondays. If you cancel an occupation or it's broken by other players, 100 occupation points are deducted from your ranking. Thus your current occupation ranking turns negative and in order to make it positive again, you need to occupy new bases.
I did occupy new bases AFTER reset and occupied new repo's AFTER reset but my occupation points are still at 0.Hello, Commander !
