We have a player on the Plarium Badlands server who has a couple of issues /... if you could help, that would be appreciated.

His base is at  -475 / 31

1)  He has not been able to activate one of the quests/operations shown here - he clicks but no incoming troops nor reports

2) He is unable to construct the UCAV building. It does not show at all in any of the tabs under the Construction tab on the right of the screen.  He is Level 71 and you would think he should be able to at least see the building available or greyed out to build let alone construct it
