This happens in both soldiers and in stormfall.

it seems to take 30-40 seconds just to open a mc page. it is often faster to use the map.

then when i try to upgrade, it takes several minutes for it to go thru and reset. i often resort to reloading the game to resolve this as it is much faster...

 as i said it happens across servers and games.
