Question - My Alliance downgraded an enemy Alliance HQ but we still can't upgrade our own. Why?

Answer: This mostly happens if you downgrade the rival Alliance HQ at the incorrect time. For downgrades of other HQs to count towards your own upgrade, the downgrade Requirement must be shown in the Alliance HQ menu at the time of the attack.

The Requirement will not be considered complete if you downgrade an enemy's Alliance HQ after your own HQ was downgraded and the Requirement disappeared.
