Try using a VPN and see if that helps for now. I know that plarium is working on this issue for the people who are affected.

I'm getting the same error, PC and mobile. My internet connection is quite well with all the other games (Diablo III, Lineage II, MU, Starcraft II, etc).

VPN dosen't help, in my case. 

Same  issue  been  going  on  two  days  and  i  did  re-instal  and  try  to  run  but  it  didnt  work.
