I don't believe having a 2nd account is against TOS as many players have a secondary ftp account.  I've been using my other account for barely a few months, I have no credit card chargebacks or anything weird, and there is no way I could have did anything to be banned for as I never chat on that account.  Also it doesn't give me a reason why it was banned, it just says "You've been banned" when I try to log in.
