Did this get resolved for you? Typically have to wait 30-60 minutes then can request/send again. 

All I had sent to me was one e-mail verification to download the exe, and now I have to wait up to 1h? I understand that there probably is some sort of control against account lockouts or d-dos or wtv, but me redownloading raid just to play it in 1h is quite mindboggling. Now you can say "stop crying" but this literally isnt a thing in any other game, period. Reminds me of Diablo 4 "we cant expand item stash because we load every player's stash when a player enters an area" - its just bad coding.
