same issue, waited a day to make sure it just wasn't due to being fresh funds but still declined. My mistake not geting prepaid visa instead of google play but I did check to make sure they supposedly accepted it first

Instances like this usually are a Google/payment provider issue, but in your shoes I'd open a support ticket with Plarium and see if they can shed light.
