Smite does not proc when enemi affected by smite debuff is using regular skill (A1). 

In game description says " Champion under Smite debuff will be hit by a meteorite when they use Active skill."

I've tested it many times and it not seems to proc meteorite drop when ennemies are using default skill (which is an active skill btw).
