Title: Conellia A1 skill does not increase skill cooldown of Eternal Dragon Boss

Steps you performed in the game before the issue occurred. 

Step 1: Use Conellia's A1 against Eternal Dragon Boss

Step 2: Watch for the Increase Skill Cooldown Pop Up on the Boss (50% success rate of happening)

Step 3: When it procs, the boss's skill does not increase skill cooldown by 2 turns on any of the skills including passive skill.

Description of the issue. 

Conellia's A1 skill has a passive effect has a chance to increase a random skill cooldown by turns whenever she hits the enemy with her default attack skill. It should work when she is attacking the enemy by herself, Ally Join Attack and CounterAttack. The issue is it does not work all the time. 

Also, if the enemy skill cooldown is 2 out of 3 skill turn cooldown, it will only increase the skill cooldown by 1 turn only for that particular skill. This should not be mixed up with put skill on cooldown vs increase skill cooldown!
