After the character rebalancing, Belanor has stopped placing the defense down and weaken on most mobs. Sometimes it shows, sometimes it says resisted, and sometimes it doesn't show anything at all. 

The most consistent way to show the issue is in the campaign. I am on Brutal on Brimstone path Stage 3. It happens 50% of the time in arena and it seems to work on dungeon bosses only just fine. 

Please fix the actual debuff landing or if it is just the animation. I think sometimes it is both.
