You actually bought 1 Champion Fragment for Drexthar Bloodtwin and you'll need to buy 99 more in order to receive the hero.(you can buy 1 fragment per day, so this will take a bit over 3 months).  You can find your current fragments count in the Portal under the "Fragment Summon" tab.
