I recently played a round of Arena combat against user H_74.

H_74 Team:

Leader: Hakkorhn Smashlord (lvl 60)

Team: Ma'Shalled (lvl 60), Apothecary (lvl 60), Umbral Enchantress (lvl 60)

All max ascension.

My Team:

Leader: Astralith (lvl 60)

Team: Miscreated Monster (lvl 60), Skull Lord Var-Gall (lvl 60), Madame Serris (lvl 50)

All max ascension.

Apothecary starts with boost skill. Next My Astralith hits Umbral Enchantress with Heart Rot applying bombs (1 first run, 2 second run). Umbral Enchantress goes next and uses Undying Evil skill. Taunts 3/4 of my team and the Block Cooldown Skills icon shows on Umbral Enchantress. Next, Hakkorhn Smashlord uses Rallying Bellow. Umbral Enchantress gains Block Debuffs buff and the Block Cooldown Skills is REMOVED.

The description of Undying Evil skill specifically says in the last sentence, "The Block Cooldown Skills debuff cannot be resisted or blocked and cannot be removed."
