UNM CB Inconsistent Turns

Game dev industry veteran and 1year+ player here. I submitted a ticket (#1939530) in parallel to this report.
Bug Description
Since the server downtime we had 3 hours ago, it seems UNM CB speed value is completely off and my 3 months old unkillable team went from consistently doing 30 to 35M damage after 50 turns to dying 20 turns in. My morning key yielded 35.5M (pre-downtime).
No changes made whatsoever to any of my team champs (gear or masteries) except adding more ATK to Aothar.
Rosh is 251 spd, Dracomorph 175, Aothar 176, Doompriest 179 and Skullcrusher 173 (tried 174 and 178 to test varying speeds)
Noted behavior change
After spending 500 gems to do 5 extra test runs, I realized that Roshcard seems to be off sync (his 251 spd vs UNM 190 spd) and laps him around turn 8, leading to block damage syncronising with Skull's unkillable buff instead of alternating (2 turns block damage on aoe, 1 turn unkillable on stun single hit)
I have recorded the following video as proof this composition is now turned obsolete since the downtime. Hopefully this is not intentional and just a weird CB AI or speed values bug that will be ironed out.
