I understand where you're coming, I've also felt this as I was going through the missions. 

They made that part of the missions not retroactive (unlike the previous ascension missions) to make the road to Arbiter a little more difficult. Anyway, getting a couple more champions to 60 would only help you as you'd need options while climbing towards the stage 20 dungeons.

Translation, they want to frustrate the players into spending money on energy, and chickens to complete the mission so we're not going to follow the precedent we already set with previous ascension missions. Otherwise, they have to suck it up and live without placing a banner on their champions until they get to these specific missions because getting a great hall bonus to level 10 and running all of the dungeons at level 20 on auto with shitty AI isn't hard enough.

I've been playing a little over a month. For some reason I can't use champs that are used in these fusions, to rank up the champs I want to rank up. When I go to the tavern I put the champ I want on the rank up tab. I try to select any champ with that little blue icon on it, it say "this champion is used in a fusion. Are you sure?"

I got Arbiter f2p.

No where in the missions is it stated that you gotta finish the whole thing in a certain amount of time so there literally is no need to spend money on energy and chickens to complete the missions. It's your decision if you wanna rush it. 

I get the sentiment, believe me as I got stuck for maybe at least a month because of this too. But getting a couple more champions to 6 stars would only help you, and Arbiter is worth all that hassle anyway.
