Can be easily reproduced by taking Suzerain Katonn in Dragon's Lair.  When he uses Banish From Time, the block damage buff will be removed, but he will do no damage to the enemy on the following hit. See this video below.  I actually was able to get it twice in the same video.

In arena, it does not remove shield buffs AT ALL.  It was hard for me to get a video of this, but I did manage to here:   You can see it removed the unkillable buff from SkullCrusher and then did damage, but did not remove the shield from Seeker.  It won't remove shields from any champion in arena ever.  You can see it doesn't say resisted or anything.  Also, this Tormin glitch happens all the time where enemies slide over to me and stand there the rest of the battle.  I'm sure it has been reported way more.
