Given "Use 6 Fortress Keys" quest even though I have 0 keys and already used gem refill

- The version of your OS: Not sure how to find this, whatever the current version is
- Steps and Description: Rerolled Chimera key advanced quest because I'm working on my team and would prefer to do it a different day. Received "Use 6 Fortress Keys" advanced quest even though I have zero keys and already used the gem refill, making it impossible for me to get any more keys and complete all of the daily quests.
- It's my understanding that the quests are purposely designed for this to not happen (ex. you can't get a Hydra quest if you have zero Hydra keys), and that this is an oversight.
