The answer to your issue is Fabian, on the enemy team. Per his kit which you can find in the champion index in game, his A3 Spectral Flourish can increase the cooldowns of your champs.

Please also look at what is said instead of going back to dog whistle responses that are not relevant to the subect matter.

I now have a capture that does not include the champion that has been named. And its still happening. 

The file is approx 100mb. Please can someone advise in a mature fashion how I can upload this, so somone with a degree of knowledge can watch it?

The capture shows A2 to A1 use with the A3 ignored.
