you can fuse Justiciar in the repeatable Relic Keeper fusion, which you can find in the portal.

I fused Relic Keeper and still nothing. 

can you elaborate? what mission were you trying to fulfill, etc.?

I have fused relic twice, no complete of mission. I have two IDs and had to switch acts.

have you fused the void rare justiciar by itself?

Not Justicar, just relic. 

therein lies the issue :)

need to fuse Justiciar to fulfill that specific mission.

Justicar is not available. 

he is the void rare in the relic keeper fusion. 

he can be fused with four campaign farmable rares.
