Title: Fenax A1 does not consistenly double hit debuffed enemies

Steps you performed in the game before the issue occurred: Debuff enemy champs then attack with Fenax A1
Description of the issue: Fenax A1 sometimes double hits and sometimes it does not, when attacking a debuffed enemy. This issue was already reported on this forum back in 2019 with no follow up. Keep trying until it happens, i started noticing it after 1 day of using Fenax in FW and Tag Arena.
